Administrator needs access to config per actor, not just per company

I tried this both on gazelle for NA2011 and Gazelle for Bordeaux/Pisa

With my login with admin permissions, if I look at Configuration/System configuration, I can only see all or fllter by company.

However, if I log in with a user-level login , I get a filter (drop down list) for both company and for actor.

Sometimes, I want to see all the configs for Doc Registries. I should be able to do this with my admin level login, and not have to re-login as a non-admin user.
