vendor user should be able to add his own system to assigning authority for Pat Generation & Sharing

You must be an admin user to assign tests systems to an assigning authority.

1. this is too much work for a connectathon manager
2. I will never get it right, esp for systems like PDQ suppliers
3. I don't know if a given system will want to receive the feed from this tool.

The vendors know what assigning authorities they want to receive based on the actors they support.

I would like to request that user with vendor permissions be allowed to configure the Patient Generation & Sharing to determine which assigning authorities their test systems would receive, and whether they want to receive the feed at all.

With this limitation, I'm not sure I can use this in Chicago. I just don't have time to maintain this configuration.
