Allow filtering by test on pre-Connectathon grading page, with all status values listed in results

On the Pre-Connectathon Grading page, if I filter on test number, I cannot see test instances that are not started. These are automatically filtered out.

I would like to be able to select a test number, and display all instances of that test, with all status values, including 'not started'. That allows me to get an overall view of how vendors are doing on a given test, (ie "How much progress are people making on the ATNA questionnaire?")
