Description
There is difference of saving control when I register organization's mailing address.
When I add a new organization, I can save the information without entering "Country" field.
But when I edit existing organization's information, I cannot save it without country.
Below are Steps to reproduce this issues.
Login role:Admin
1. Select "Manage Organizations" under "Administration" from menu bar.
2. Click some one of organization's "edit" icon or push "Add an organization" button.
3. The former, click "plus" icon in "Mailing address" panel.
4. Enter all required fields except "Country".
5. Push "save" button.
