Surrogate pair characters disappear or get garbled in form input

Some unicode characters which is composed of surrogate pair are not handled correctly in form input.
(for example, '𩸽' (hokke, U+29E3D))

In user registration (~/users/user/register.seam), those characters will just disappears at lost focus event.
In TF administration (~/tf/domain/editDomain.seam), form edit is ok but displayed characters are garbled.

note: In Japan, those characters are not necessary in daily conversation.
Some people uses those characters in their names, but they can use similar character or phonetic character to write their names.
