Remove the necessity to review 'requests' for thorough testing.

Since the Supportive AIPOs page is new this year, I would like to think about how to handle AIPOs that vendors mark as "Thorough", and then appear to vendors as though we must review them.

I realize that on the "Supportive AIPOs" page, that the admin user can filter for only 'supportive' requests, but once these are reviewed, it looks to the vendor as though the 'thorough' requests are not reviewed. See screen shot.

It seems to be too much work to mark each 'thorough' request individually as reviewed.

...eventually, I think we will want the ability to filter for a certain criteria (eg all of Tiani's supportive requests) and then be able to "select all" and approve supportive.

The purpose of this issue is to consider how this should work based on our experience with this new capability in gazelle.
