System Config input improvements

The system config screen in Gazelle could use some improvements. Here are a few suggestions:

- Have a checkbox against each config row so that operations like delete, approve can be completed on selected, multiple items.
- Add ability to search not just by actor but by profile as well
- Show a profile column (for e.g. actor INFO_RECIPIENT_HL7 - Information Recipient (HL7) could be in multiple profiles that a system is signed up for and today, there's no way to distinguish).
- Allow inline editing of port, issecured (checkbox), uri columns so we don't have to open up a separate editor to edit
- If we continue to have a separate dialog for edit, when we close the edit window, at the very least take us back to the previous page we were on - so if we'd filtered by an actor, that filter criteria should be preserved.
