NA2016: Restriction on 'same company' partners in 3-partner test is too tight

      Description

      When vendors are running a Connectathon test, the rules say that they cannot test with a partner from the same company.

      I believe that Gazelle TM did not previously enforce this rule when choosing partners.

      Now it does, and this causes problems in some 3-partner tests. Especially for profiles where there are few partners

      Here is an example. Some tests in RFD-based profiles have Form Filler, Form Manager, Form Archiver partners.

      Form Filler (Epic) retrieves form (ITI-34) from Form Manager (UDOH)
      Form Filler (Epic) archives the form (ITI-35) to Form Receiver (UDOH)

      This test cannot be started because it gazelle does not allow UDOH to be both Receiver and Manager in the same test. This should be allowed in this test case because the Form Receiver and Form Manager do not communicate directly with each other.

      You can imagine a similar scenario in Radiology

      GE (OP) sends an order to Medisys (OF). GE (MOD) does MWL to Medisys.

      This is a valid combination, but gazelle would not let me start a test like this.

      I need this fixed for Cleveland.
