Profile/actor tab - create logical order for dropdown lists

      Description

      There is a logical order for the TF definitions --> Domain, profile, actor, option.

      Most of our user interface follow that, but the System Registration / profile-actor tab does not.

      It was bothering me, but I got used to it.

      Then, yesterday, I was on a webex watching a first-time vendor register for the Eye Care Connectathon. He selected the domain. He selected the profile. Then he pulled down the option tab and was confused.

      Please swap the Option and Actor dropdown lists as shown in the screen shot.
