Description
In several spots in gazelle, a dropdown list is sorted by one key, but the list is not presented using that key.
For example, on Manage Systems, you are sorting by Organization Name, but the Organization Keyword is displayed first.

Alternatives to resolve this:
(1) Sort by organization keyword and keep the display the way it is
(2) Sort by organization name and change the display to be "California Department of Public Health (CDPH)
