TM-195:View readers' files: empty panel at the bottom of the page

When logged as vendor_admin, when you display the details about a sample from that page: http://sake.irisa.fr/EU-CAT/objects/system_object.seam, in the right-hand panel, at the bottom, an empty panel is displayed above the buttons (see screenshot)
We need to determine if:
 - the content of this panel is not to be displayed for that role ==> rendered shall be on the panel and not on its content
 - some information should be displayed inside but are not for any reason ==> make sure the content is displayed when required or the panel hidden if there is nothing to show
