Administrators need to export/import TF rules

Currently, when we export test cases, the domain, actor, transactions and AIPO and roles in tests are exported and thus we can simply import them in another instance of Gazelle Test Management.
However, the TF rules are not exported.
We found a work around with raw extract of the database but this is not a reliable process.

We need to define an XML structure to export/import TF rules and to allow administrator to generate/import those files in the tool.
