      Description

      HPD Directory service shall be fixed according to the specification see sections 3.58.6 and 3.59.6

      The implementation meterial of IHE for HPD does not fullfill the specification for all SOAP actions.

      => SOAP Action for query: "urn:ihe:iti:hpd:2010:ProviderInformationQueryRequest"

      IHE specification (chapter V.3.2.1.2, p. 129, 2537):
      http://www.ihe.net/uploadedFiles/Documents/ITI/IHE_ITI_TF_Vol2x.pdf
      => SOAP Action template: "urn:ihe:{Domain}:{Year}:{Transaction name}"
      => so, no "hpd"

      Note: targetNamespace must contain the Profile and hence "hpd".

      The Gazelle validator expects an action conforming the spec. The government central services implement as specified in the IHE implementation material. Which one should be use? Is this a bug in the implementation material?

      With wrong SOAP actions requests are rejected by the government central services!
