DDS panel appears but should not

When creating a new order (whatever the selected domain) if you click on "Create new patient and encounter", the DDS panel for patient creation is displayed. If, then, you click on "Create a new encounter for an existing patient", the list of patients is displayed (as expected) but the DDS panel is still displayed. This is an error and might cause odd and unexpected behavior of the application
