[RAD-4/RAD-13] Order Manager is sending "accesionIdentifer" in IPC-1 instead of the value of the field

      Reported by a participant to Venice connectathon
      According to The "HL7 Version 2.5.1 Standard", my understanding is that the DICOM accession number is to be matched with component 1 of sequence IPC-1 of OMI message (see below an extract of HL7 CH4).

      In OMI messages generated by the ORDER manager the sequence IPC-1 seems to be hardcoded : its value is always "accessionIdentifier".
      Unfortunately this value is 19 characters long and is refused by my system as it is not compatible with DICOM requirement for accession number (which type is SH,
      that is to say : 16 char max).
