Add support for RAD-4 and RAD-13 transactions (HL7v2.3.1)

RAD-4 (Procedure scheduled) and RAD-13 (Procedure update) define the interactions between the OF, Image Manager and Report Manager. ORM^O01^ORM_O01 messages are exchanged between those actors (same as between OF and OP). Only some informations should be add by the OF before sending the message. Image Manager and Report Manager only store the received procedure and acknowledge the message. It should be easy to implement and may be useful for IM and RM implementors
