Manage the links between the system and the assigning authorities

We need the users to be able to define which assigning authorities to be received by their systems.
- Create a new page which allows the user to select the SUT configuration (V3 or V2 - no need for Fhir since its only queries) and link it to the assigning authorities used by connectathon demographics
- Display this list on the sharing page and update (or create if it does not exist) the links based on the selection of the user at sharing time
