Allow the administrator to hide the validation/simulator part of the tool

      Description

      On some customer's environments, we only use the value set repository. We need a mode that allows the administrator to hide the simulator/validator sections of the tool to the users.

      I would like to request that we remove/disable all menu options on the SVS Simulator so we don't have customers playing with components not properly configured for use especially since it doesn't require a login to access. I want to limit our customer support exposure. I would like them to only be able to see the Value Set Browser and/or other pertinent screens that will help them identify the error reported from testing.
