Value Set Extraction from file not looping on Value Sets for Update

In a particular setup (Value Set with some attributes in common in the file), the tool cannot distinguish those Value Sets and consider them as the same (which isn't right because the OID is the only foreign key).

The comparison must be changed onto the OID only (expected behavior when looking at the TF for SVS profile).
