      Description

      This was reported by an NA2016 connectathon participant:

      Validator complained about MSH-9.3. We omitted it, which is acceptable per ITI-8, and the validator assumed an incorrect value in evaluation. (It even said that it might be doing things wrong.)

      I marked it "verified by vendor", but the validator should be fixed.
